Commentary by the Central Military Commission on the Northwest Military Region Party Committee’s Directive Regarding Streamlining, Economizing, and Launching the Three-Anti Campaign (December 19, 1951) To the Major Military Regions, with copy to all levels of military regions, and also to the Chinese People’s Volunteers and to all departments of the Central Military Commission:  We are hereby transmitting, for your reference, one copy of the Northwest Military Region Party Committee’s directive dated December 15 on the issues of streamlining, economizing, and combating corruption and waste, which it issued to its subordinate units.  This document states: The work of reorganization must be carried out in conjunction with the campaign against corruption, waste, and bureaucratism. If reorganization is undertaken in isolation, it will lose its proper significance, and its content will remain incomplete and fragmented. Only by means of the campaign against corruption, waste, and bureaucratism can the work of reorganization be truly done well. We consider this view to be correct and request that you take due note of it.  The document further sets forth a number of specific measures, all of which are sound; you are advised to study them carefully and implement them as appropriate.
