Instructions on a Letter from Workers of the Beijing Garment Factory

Regarding the wage situation at the Beijing Garment Factory, please send a reliable person to conduct a thorough investigation and study. If it is truly as unreasonable as stated in the letter[2], a resolution should be provided.

[1] Peng Zhen, then serving as Alternate Secretary of the Secretariat of the CPC Central Committee, Secretary of the CPC Beijing Municipal Committee, and Mayor of the Beijing Municipal People's Government.
[2] The workers of the Beijing Garment Factory reflected in their letter that during this wage adjustment, it was not the wages of the workers directly engaged in production that were adjusted, and the livelihood of the workers directly engaged in production was actually worse than before.

Such letters have been received several times now. Necessary handling should be undertaken. Request the General Political Department to study and decide on measures.

[1] These two instructions by Mao Zedong: one was written on a letter from Ju Huili of the Queen's Theatre in Wuxi City, Southern Jiangsu, reflecting that volunteer army convalescents from the Southern Jiangsu Rehabilitation Hospital caused trouble without cause and assaulted staff when visiting the theatre; the other was written on a letter from Wang Xin of the Fifth Preparatory Hospital in Nanchang City, Jiangxi Province, reflecting that convalescents at the hospital assaulted nurses and doctors and unjustifiably detained hospital leaders, among other situations.
[2] Luo Ronghuan, then serving as Director of the General Political Department of the People's Revolutionary Military Commission. Xiao Hua, then serving as Deputy Director of the General Political Department of the People's Revolutionary Military Commission.

Request the General Political Department to investigate and handle with discretion. This is probably not limited to just one or two such cases.
