Comments on the Draft Directive of the Central Committee Concerning Work Among Overseas Chinese

This document[2] has been reviewed and may be used. I have made only a minor revision on the first side of the third page; the rest was revised by Comrade Shaoqi. This document was held up here with me for a long time and was only recently brought out for review because of your urging—this was my fault. In the future, if documents are held up, please be sure to remind me. This document has already been reviewed by Zhou and Luo[3]; please have Comrade Hu Qiaomu[4] take a look at it.
