Nie should convene a meeting to review the documents of the various departments of the Military Commission and the documents of the Military Commission itself, and to formulate a method. This should include a provision for certain documents to be distributed first and reviewed afterward in emergency situations.

Annotation on the Report on the Three-Anti Struggle
(December 17, 1951)
To all Central Bureaus, all Greater Military Regions, and the Volunteer Army; and request all Central Bureaus to forward to sub-bureaus and provincial, municipal, and district Party committees:
Hereby, the Southwest Bureau’s report of December 13 on vigorously launching the struggle against corruption, waste, and bureaucracy in the Southwest region[1] is forwarded to you for reference. Please distribute it within the Party.

[1] The report submitted by the Southwest Bureau of the Central Committee of the Communist Party of China to the Central Committee analyzed the causes of the serious corruption and waste in the Southwest region, pointing out that although leadership at various levels had aroused some vigilance and had conducted some anti-corruption struggles, and had even punished some individuals, because it was not launched as a universal movement with great fanfare like the suppression of counterrevolutionaries, thereby creating a powerful social opinion and mass force, the results were not significant. The trend of corruption did not cease but continued to develop, and, in particular, the problem was not resolved ideologically. In response to the aforementioned problems, it was decided:
(1) In accordance with the Central Committee’s instructions, immediately launch a mass movement against corruption, waste, and bureaucracy, and establish economy inspection committees and inspection teams at all levels.
(2) Responsible comrades at all levels must take personal charge and personally participate. Designate specific personnel to be responsible for managing this movement.
(3) Seriously organize the reading of documents, fully mobilize the masses, integrate the movement against corruption, waste, and bureaucracy with the current major tasks, and use this movement to propel all work forward.
(4) Combine top-down and bottom-up inspections, integrate self-inspections by individual units, focused inspections by specialized teams, and mutual inspections among units, and combine the call for corrupt individuals to confess with the call for the masses to report and expose, conducting a mass inspection campaign against corruption and waste under leadership.
(5) Cases must be dealt with seriously according to their severity—major, medium, and minor.
(6) All localities shall immediately make specific work arrangements based on the experience of Beijing and the plans of the Southwest-level organs, and strictly implement the reporting system by level as prescribed by the Central Committee.
