To all Central Bureaus, with copy to Branch Bureaus, and to Party Committees of Provinces, Municipalities, and Districts:  (1) We are hereby transmitting herewith one draft resolution on mutual-aid and cooperative production in agriculture [1] for your information. Please circulate it to county and district Party committees.


You are requested to immediately explain this draft both within and outside the Party and to organize its implementation. This is to be explained and implemented in all areas where land reform has already been completed; please treat it as a major undertaking.


The draft resolution may be published in Party publications, but should not appear in non-Party newspapers or journals, since it remains a draft.  (2) This draft has undergone certain revisions compared with the one distributed in October to several comrades for their return home. Please recall and nullify the October draft.

During his review of the draft, Mao Zedong added several passages, notably:  (a) In the section discussing the need to “raise the patriotic slogan in the countryside so as to integrate peasants’ production with the state’s requirements,” he inserted the sentence: “It is wrong to advance the one-sided slogan of ‘getting rich.’”  (b) In the section stating that “state-owned farms should be expanded to serve as models and to provide technical assistance and guidance to mutual-aid teams and cooperatives,” he added: “Where farmers fully consent and mechanical conditions permit, a small number of collective farms of a socialist character may also be tried—say, one to several per province—in order to gain experience and to set an example for the peasantry.”

On February 15, 1953, the CPC Central Committee issued a notice adopting this draft resolution as the official resolution.
