Commentary by the Central Committee on the Volunteer Army Party Committee’s Directive on Streamlining, Practicing Frugality, and Combating Corruption and Wastefulness (December 15, 1951) To all departments of the Central Committee and the CMC; to the Party Groups of the Central People’s Government; to all Central Bureaus, with transmission to their subordinate sub-bureaus, provincial, municipal, and district party committees; and to all major military regions, with transmission to all levels of military area commands: The Volunteer Army Party Committee has forwarded its directive of December 14 on streamlining, practicing frugality, and combating corruption and wastefulness, addressed to the party committees under its jurisdiction. The Central Committee is greatly pleased by this and hereby transmits it for your reference.  While the Volunteer Army is engaged in combat at the front, it nonetheless deems it both necessary and feasible to streamline and practice frugality. We, throughout the Party, government, and armed forces of the entire country, find ourselves in a peaceful environment; therefore, we should all the more be able and obliged to implement extensive and thorough measures of streamlining and frugality. Many of the items identified by the Volunteer Army as subject to economy should be taken as examples and applied accordingly.
