Central Committee's Directive Transmitting the Party Group of the Ministry of Railways' Report on the Three-Antis Campaign

To all departments of the Central Committee and the Military Commission, all Party groups of the Central People's Government; to all central bureaus, and request forwarding to sub-bureaus and provincial, municipal, and district Party committees (where there are no railways, forwarding is unnecessary):

(1) The report of the Party Group of the Central Ministry of Railways on the campaign against corruption, waste, and bureaucracy is hereby issued for your reference. This report is relatively well-written and merits study.

(2) You are requested to urge all subordinate units to also adopt the method of demanding reports within set deadlines, so as to propel this struggle forward.

The Party Group of the Ministry of Railways' report of December 7, 1951, on the Three-Antis Campaign concretely analyzes the situation of corruption and waste in the railway system and makes the decision to first launch the anti-corruption struggle within the movement to increase production and practice economy. The report points out that through this struggle, severe blows must be dealt to corrupt practices and major embezzlers, extensive exposure must be given to instances of waste, education against capitalist ideology must be openly conducted among the masses, the masses must be taught to protect state property, a strict demarcation between public and private interests must be drawn, new moral concepts that despise corruption and waste must be fostered, and the railway ranks must once again undergo ideological rectification, thereby laying a solid foundation for the movement to increase production and practice economy. The specific measures are: 1. Establish production increase and economy committees at all levels to lead the anti-corruption struggle; 2. Break through at a single point, seize typical cases for propaganda and education; 3. Conduct in-depth mobilization, call on corrupt elements to voluntarily confess, combining self-confession with exposure by others; 4. Form inspection teams with backbone personnel.
