The directly subordinate Party organizations at the level of each greater administrative region, each province, municipality and district, and each special district shall likewise handle the matter accordingly. All central bureaus, sub-bureaus, and provincial, municipal and district Party committees are requested to supervise and carry this out.

Comment on the Report on Implementing Political and Cultural Education and Other Work in the Armed Forces

To all departments of the Military Commission, all greater military regions, and down to all military regions at every level, with copies to the Volunteer Army and all central bureaus:
(1) The report of December 9, 1951, from the General Political Department of the Military Commission on implementing political and cultural education and developing literary and artistic work in the armed forces is approved [1]. This report is deemed correct and is hereby issued to you for compliance and implementation.

The main points of this report from the General Political Department of the Military Commission are:
(1) The training of the armed forces in 1952 shall take cultural education as its primary focus, the policy being: to universally eliminate illiteracy among existing cadres and soldiers throughout the army, raising them to the level of lower primary school graduation; to universally raise cadres and soldiers who have already attained a lower primary school graduation level to the level of higher primary school graduation; and to raise cadres who have already attained a higher primary school graduation level to a level equivalent to the first year of junior secondary school.
(2) Cultural education for all armed forces personnel shall take cadres as the priority. For all cadres with an educational level below junior secondary school, the focus of their study shall be culture.
(3) The execution of the 1952 cultural education plan shall be under the leadership of Party committees and the responsibility of senior officers. Cultural education committees shall be established under the leadership of Party committees at and above the regimental level to strengthen guidance. The specific implementation of cultural education shall be led and conducted by political organs at all levels.
(4) The "accelerated literacy method" devised by Qi Jianhua, a cultural officer of the 16th Army of the Southwest Military Region, shall be promoted throughout the armed forces.
(5) To achieve the results and objectives of cultural education, certain necessary material guarantees shall be provided under the principle of frugality.
(6) The political education work in 1952 shall aim to further enhance the spirit of patriotism and internationalism within the armed forces, establish the ideology of prolonged struggle against U.S. imperialism, heighten war awareness, and prevent the emergence of new thoughts of slackening and complacency.
(7) Drastically reduce those newspapers and periodicals that are not absolutely necessary, and concentrate efforts on running well those newspapers and periodicals that are essential.
(8) Organize, in a planned and focused manner, an ideological remolding study campaign for literary and artistic workers throughout the armed forces, so as to ensure that literary and artistic work in the forces is elevated to a higher level.
