Central Commentary on Luo Ruiqing’s Report Regarding the Three-Anti Campaign within the Public Security System (December 9, 1951) To all departments of the Central Committee and the Military Commission, to all Party groups of the Central People’s Government; to all Central Bureaus, with instructions to forward immediately to branch bureaus and provincial, municipal, and district party committees; to all major military regions, with further transmission to party committees at all levels within those regions; and to the party committee of the Chinese People’s Volunteers: (1) The Central Committee approves Comrade Luo Ruiqing’s report dated December 8, 1951, concerning the launch of an anti-corruption, anti-waste, and anti-bureaucracy campaign within the Ministry of Public Security and throughout the entire public security apparatus, deeming it correct. (2) All party committees at various levels are instructed to provide strict guidance to public security organs at their respective levels, conducting this campaign vigorously, decisively, and openly. (3) This report is to be widely disseminated down to the county and regimental levels and published in intra-party publications. (4) The Central Committee has decided that the Party organizations of all departments of the CPC Central Committee, the Military Commission, and the Central People’s Government shall each hold at least one Party congress annually to review the Party’s work, commend achievements, rectify errors, uphold sound principles, combat unhealthy tendencies, and elect new Party committees. At present, particular emphasis should be placed on combating corruption, waste, and bureaucratic practices in the course of rectifying errors and eradicating negative influences. Nearly three years have passed since we took control of the cities, yet most departments have yet to convene their first Party congress. All such congresses are to be held without delay. Subsequently, separate Party congresses are to be convened by the Party, government, and military—each under the direct leadership of the Central Directly Affiliated General Party Committee—at least once per year (the Central Party Congress was already held last May). The tasks remain the same. Party organizations directly affiliated with administrative districts, provinces, municipalities, and prefectures are likewise expected to follow suit; all Central Bureaus, branch bureaus, and provincial, municipal, and district party committees are charged with overseeing and facilitating this process.
