Central Commentary on the East China Bureau’s Outline of Work for 1952 (December 8, 1951) To the East China Bureau, with copies to all Central Bureaus and requests to forward to their respective branch bureaus and provincial, municipal, and district party committees: (1) We have received the East China Bureau’s telegram dated December 6, along with its Outline of Work for 1952 [1]. The Central Committee hereby approves this outline. (2) Please circulate this outline to all Central Bureaus, branch bureaus, and provincial, municipal, and district party committees for study and reference. (2) Increasing production and practicing economy, prohibiting waste, severely punishing corruption, and opposing bureaucratic practices. (3) Urban work. (4) Land reform and post-reform rural work. (5) Establishing new people’s governments. (6) Rectifying and rebuilding the Party. (7) Launching a movement to transform thought. (8) Suppressing counterrevolutionaries. (9) United front work.
