Report on Streamlining and Frugality Work
(December 5, 1951)

All departments of the Central Committee and the Military Commission, all leading Party groups of the Central People's Government, all Central Bureaus and, through them, all Sub-Bureaus, all provincial, municipal, and regional Party committees, all greater military regions and, through them, all military regions at every level, the Military Academy, and the Party Committee of the Chinese People's Volunteers:

(1) This is the first report on streamlining and frugality we have received from the military side. It is hereby forwarded to you for reference. (2) The fight against corruption should be carried out separately from streamlining and frugality and opposing waste. Comprehensive investigation and analysis must be undertaken, and voluntary confession and reporting must be called for, so that all corrupt personnel can be thoroughly exposed and dealt with separately. This report from the Armored Corps Headquarters focuses on streamlining and frugality and opposing waste, and it is only a partial beginning, but it is already very meaningful and heartening. (3) The entire army is expected to immediately launch this struggle, mobilizing all officers and soldiers to carry out (a) streamlining and frugality and opposing waste, and (b) opposing corruption, handling these two tasks separately while also linking them together. (4) All military departments should submit reports to the Military Commission.
