Commentary by the Central Committee on Forwarding the Trade Ministry Party Group’s Report on Launching a Vigorous Anti-Corruption Campaign (December 5, 1951) To all departments of the Central Committee and the Military Commission, to the Party Groups of the Central People’s Government; to all Central Bureaus, with instructions to immediately forward this to the Central Sub-bureaus, provincial and municipal party committees, prefectural party committees, and county party committees; to all major military regions, with instructions to immediately circulate this throughout the military system down to the regimental level; and to the Volunteer Army Party Committee:  (1) The Central Committee has approved the report submitted by the Party Group of the Central Trade Ministry on December 4, 1951, concerning the vigorous and public mobilization of the masses—including members of the democratic parties and non-Party democrats—to oppose corruption and punish corrupt officials, deeming this report entirely correct.  (2) You are requested to follow the Central Committee’s instructions issued at 8:00 p.m. on December 4 [1], referring to the analyses and measures adopted by both the Beijing Municipal Party Committee and the Central Trade Ministry Party Group, to swiftly formulate your own anti-corruption plan and begin organizing this campaign. Local party committees should coordinate and uniformly organize this effort so that the government apparatus (with particular emphasis on financial and administrative personnel), the military system (with special focus on logistical departments), and various party and mass organizations can all act in unison.  (3) These instructions and the Central Trade Ministry Party Group’s report should be made available for study by Party members holding positions at or above section chief level and published in Party periodicals.
