[1] The Central Committee of the Communist Party of China’s Circular Concerning the Work of Ideological Reform and Organizational Purge in Schools, dated November 30, 1951, points out: Schools are important organs for cultivating cadres and educating the people. The Party and the People’s Government must carry out systematic work with a view to eliminating, ideologically, politically, and organizationally, the reactionary remnants in schools, so that schools throughout the country gradually come under the leadership of the Party and gradually attain and preserve their revolutionary purity. Therefore, preparations must immediately begin to carry out, in a planned, led, and step-by-step manner, within one to two years, preliminary ideological reform work universally among the teaching and administrative staff of all universities, secondary schools, and primary schools, as well as among students of senior high schools and above, to train cadres and activists, and on this basis, to organize, among the teaching and administrative staff of universities, secondary schools, and primary schools, and among students of specialized colleges and above (i.e., first-year university students), a movement of being loyal and honest and making a clean account of one’s history, so as to purge the counter-revolutionaries within them.
