Hope you will immediately propose the three points[3] outlined in your telegram of November 19 at 24:00 at the group meeting on the 21st. However, change the twenty days back to thirty days, that is, agree to the time frame proposed by the enemy. (1) It is decided that the actual line of contact between the two sides shall be the military demarcation line, and from this line, both sides shall withdraw two kilometers to establish a demilitarized zone as a principle.
(2) The subcommittees of both sides shall immediately, based on the preceding principles, adjust the current contact line to determine the mutually agreed actual contact line as the military demarcation line. The lines two kilometers on each side of the military demarcation line shall thereby become the northern and southern boundaries of the demilitarized zone.
(3) Given that hostile acts will continue until the armistice agreement is signed, if all agenda items are agreed upon within twenty days after the delegation plenary approves this protocol and the specific positions of the aforementioned military demarcation line and demilitarized zone, then regardless of any changes in the actual contact line between the two sides, the already determined military demarcation line and demilitarized zone shall not be altered. If all agenda items are not agreed upon after more than twenty days, adjustments shall be made in accordance with the changes in the actual contact line before the signing of the armistice agreement."
