A letter was previously sent to solicit Comrade Liu Shaoqi’s opinion on this issue, and a reply has now been received, please read it. I have also made some revisions to the telegram text, and feel it is appropriate to print and distribute the letters of Comrades Yin and Luo and the letter of An Ziwen together with the Central Committee telegram to all localities, so as to clarify this issue and enable the Central Committee to take the initiative on it. If agreed, please have Shangkun handle it.

Zhou refers to Zhou Enlai. Zhu refers to Zhu De. Chen refers to Chen Yun, who was then a Secretary of the Secretariat of the CPC Central Committee and Vice Premier of the Government Administration Council. Yang Shangkun was then Director of the General Office of the CPC Central Committee.

Mao Zedong made two main revisions to the draft of the “CPC Central Committee Directive on the Revision of the Question of the Leading Class of the Chinese Revolution.” (1) He revised the sentence in the directive draft which stated that when several party documents mentioned the leading class of the Chinese revolution, the semi-working class was also “included,” rewriting it as: “The Central Committee considers this past formulation inappropriate, and the opinion of Comrades Yin Yigang and Luo Yunlu of the Hebei Provincial Party School is correct.” (2) At the end of the directive draft, Mao Zedong added a paragraph:
“Attached to this telegram, we are also issuing to you a report made by Comrade An Ziwen to Chairman Mao on this issue, and a letter sent to the Central Committee by Comrades Yin Yigang and Luo Yunlu of the Hebei Provincial Party School, which may be published in internal party journals.”

Central Committee’s Comment Transmitting Gao Gang’s Report on the Three-Anti Struggle

To all Central Bureaus, and please forward to sub-bureaus, all provincial, municipal, and regional Party committees, all Party groups in governments at the same level, and all military regions at the same level, and inform all department heads of the Central Committee and the Military Commission, and all Party groups in central government departments:
Hereby, Comrade Gao Gang’s report, made on November 1 of this year, on launching the movement to increase production and practice economy and further deepening the struggle against corruption, waste, and bureaucracy, is issued to you. The Central Committee considers this report to be correct. Please pay attention to the various experiences described in this report,
and resolutely carry out the struggle against corruption, waste, and bureaucracy in this nationwide movement to increase production and practice economy. After launching this movement and these struggles, every department must dispatch necessary inspection teams to inspect the situation under their jurisdiction, sum up experiences, and report to higher authorities and the Central Committee.
