〔1〕 Zhang Jingwu, then serving as the Representative of the Central People's Government in Tibet.
〔2〕 This instruction was written on a report dated November 15, 1951, from Li Da, Deputy Commander and Chief of Staff of the Southwest Military Region of the Chinese People's Liberation Army, proposing the organization of a Central Tibet Sub-bureau with Zhang Jingwu as its principal leader. In addition to writing the above instruction, Mao Zedong forwarded this report to Liu Shaoqi, Zhou Enlai, Zhu De, Nie Rongzhen, and Li Weihan for their perusal.
