A passage added to the Central Committee's draft telegram to Zhang Jingwu[1] (November 14, 1951)

Because the matter of the Dalai's gift-giving[2] is related to the matter of your return to the Central Committee, but the Central Committee believes that you should temporarily remain in Lhasa to assist Guohua[3] and others in their work for a period of time, and when you will return will be decided in the future, therefore the matter of the Dalai's gift-giving should also be postponed.

[2] Refers to the matter of the Tibetan religious leader Dalai Lama Tenzin Gyatso preparing to present gifts to Mao Zedong and other Central Committee leaders. In its telegram to Zhang Jingwu, the Central Committee instructed on the handling of this issue: "It is sufficient to present only one gift to Chairman Mao, and the gift should not be excessive. Besides a silk banner, what to give is for them to decide. But apart from cultural relics for display, do not send local products and articles (all are things taken from the people), or send as few as possible. In addition, present a silk banner to Commander-in-Chief Zhu and Premier Zhou, and do not give gifts to any other responsible persons."
