Letter to Liu Shaoqi et al. Regarding the Draft Central Directive on School Work
(November 12, 1951)

Comrades Liu, Zhou, Zhu, Peng Zhen, Hu Qiaomu, and Yang Shangkun [1]:

This document [2] was drafted by Comrade Peng Zhen, revised after soliciting opinions from the secretaries of all the Central Bureaus, and then further edited once more by Comrade Chen Boda [3]. I have reviewed it and find it acceptable.

I am now submitting it for your consideration. If you have any comments, please raise them immediately. If not, please ask Comrade Yang Shangkun to type up two clean copies: one to be sent to Chen Boda together with the original draft, and the other to be forwarded to me for a final check before dispatch.

[1] Zhou refers to Zhou Enlai. Zhu refers to Zhu De. Peng Zhen was at that time an alternate member of the Secretariat of the CPC Central Committee. Hu Qiaomu was then Deputy Minister of the CPC Central Committee’s Propaganda Department and secretary to Mao Zedong and the Political Bureau. Yang Shangkun was then Director of the General Office of the CPC Central Committee.

[2] Refers to the draft directive of the CPC Central Committee on carrying out ideological reeducation and organizational rectification within schools. This directive was issued to all Central Bureaus on November 30, 1951, and forwarded to sub-bureaus, provincial committees, municipal committees, district party committees, prefectural party committees, as well as to the party groups of governments at the same levels and to the party groups or committees of the education and public security departments, and to the youth league committees. See note [1] on page 526 of this volume.

[3] Chen Boda was then Deputy Minister of the CPC Central Committee’s Propaganda Department.
