Comrade Stalin, Chairman of the Council of Ministers of the Union of Soviet Socialist Republics:

On the occasion of the 34th anniversary of the great October Socialist Revolution, I wish to extend, on behalf of the Chinese people, the Government of the People's Republic of China, and in my own name, heartfelt congratulations to the Soviet people, the Soviet Government, and to you.

Permit me to congratulate the Soviet Union on its great achievements in socialist construction and in the communist construction now beginning, achievements that have given the working people of the whole world boundless courage to strive for a bright future.

Permit me to congratulate the Soviet Union on the great victories of its peace policy, victories that have thwarted the despicable schemes of the warmongers, united the peace-loving people of the whole world, and convinced them that peace can triumph over war.

Permit me to congratulate the increasingly close and unshakable great friendship between the Soviet Union and the People's Republic of China, a friendship encompassing one-third of the world's population, which is the most reliable guarantee of the inevitable victory of the cause of world peace and progress.
