We are hereby transmitting herewith one copy of the Instruction on the Purging of Counterrevolutionary Elements from Industrial, Mining, and Transportation Enterprises and on the Implementation of Democratic Reforms in These Enterprises [1] for your guidance and execution.

Notes [1] This instruction, issued by the CPC Central Committee on November 5, 1951, analyzes the situation concerning democratic reform and the purging of counterrevolutionary elements in industrial, mining, and transportation enterprises across the country following the nationwide liberation.
It points out the necessity of systematically eliminating the remaining counterrevolutionary forces within these enterprises and of carrying out democratic reforms to dismantle the old systems that had persisted in state-owned enterprises.
To accomplish this task, the instruction sets forth clear and specific provisions regarding leadership of the purge, delineation of policy boundaries, prevention of counterrevolutionary sabotage, maintenance of normal production order, and, subsequently, institutional and organizational development.
