Notice from the Central Committee on Issuing the Directive on Clearing Out Counter-Revolutionaries and Launching Democratic Reforms in Enterprises Such as Factories, Mines, and Transportation

To all Central Bureaus, and forward to sub-bureaus, all provincial, regional, municipal, and prefectural Party committees, and Party groups in governments and trade unions at the same level:
The directive on clearing out counter-revolutionaries in enterprises such as factories, mines, and transportation and launching democratic reforms in these enterprises is hereby issued to you. It is to be implemented accordingly and may be published in internal Party publications.

This directive, issued by the Central Committee of the Communist Party of China on November 5, 1951, analyzed the state of democratic reforms and the clearing out of counter-revolutionaries in enterprises such as factories, mines, and transportation after the nationwide liberation. It pointed out the necessity of systematically clearing out the remnants of counter-revolutionary forces within these enterprises and carrying out democratic reforms of the old systems left over in state-owned enterprises. To accomplish this task, the directive set forth clear and specific provisions on issues such as leadership over the clearing work, policy boundaries, preventing counter-revolutionary sabotage, maintaining normal production order, and the subsequent establishment of systems and organizational structures.
