The Communist Party adopts a policy of protecting religion. Believers and non-believers, believers in this or that religion, are all protected, and their beliefs are respected. We adopt a policy of protecting religion today, and we will continue to adopt this policy in the future.

The question of land distribution is different from that of religion. In the Han areas, land has already been distributed, and religion there is still protected. Whether or not to distribute land in minority nationality regions is for the minority nationalities themselves to decide. In the Tibet region, land distribution is not on the agenda now. Whether it will be distributed in the future is for you yourselves to decide, and it will be for you yourselves to carry it out; we will not do it for you.

The establishment of the Military and Administrative Committee and the reorganization of the Tibetan army are stipulated in the Agreement. Because you are afraid, I have notified the comrades working in Tibet that they should be slow in implementing them. The Agreement must be implemented, but since you are afraid, it can only be implemented slowly. If you are afraid this year, we can wait until next year to implement it. If you are still afraid next year, we can wait until the year after.

Tibet is a large region with a small population. The population needs to grow, from the current two or three million to five or six million, and then increase to over ten million would be good. It is also hoped that the economy and culture will develop. Culture includes schools, newspapers, films, and so on, and religion is also included. The reactionary rule of the past, the Qing emperors, and Chiang Kai-shek all oppressed and exploited you, as did the imperialists, which prevented your population from growing, weakened your economy, and left your culture undeveloped. The Communist Party practices national equality; it does not want to oppress or exploit you, but to help you. To help you increase your population and develop your economy and culture. The People's Liberation Army entered Tibet to carry out this policy of helping you. In the beginning, there will not be much help, and for three or four years there may not be much help, but afterwards, we will be able to help you, that is certain. If the Communist Party cannot help you increase your population and develop your economy and culture, then the Communist Party is of no use.
