Central Committee Telegram on Having Deng Hua Convey the Central Committee’s Decision on the Volunteer Army’s Strategic Policy and Other Issues

Dear Comrades of the Volunteer Army Party Committee:

Your September 20 telegram has long been received. We believe your general policy is correct. Comrade Deng Hua is now in Beijing. The Central Committee has already informed him of its recent decisions on the Volunteer Army’s strategic policy, economizing on troop strength, economizing on materials, economizing on funds, and constructing fortifications at points on both coasts where the enemy may come ashore and land, to be conveyed by him to you. It is hoped that you will, in light of actual conditions, formulate concrete measures for implementation and strive for the final victory in the Korean War. The Central Committee expresses its gratification and appreciation to all comrades of the Volunteer Army, who, under the leadership of the Volunteer Army Party Committee and Comrade Peng Dehuai, have waged a full year of heroic struggle and won great victories. The present task is to exert every effort to secure the final victory. The domestic situation is very good at present; the entire Party and the people of the whole country are ardently supporting you. The international situation is also favorable to us, and the enemy faces many difficulties. We too have difficulties, some of them very great, but they can be overcome. So long as the comrades continue their efforts and remain united as one with the Korean comrades at all times, the final victory can be achieved.
