[2] In the telegram drafted by Zhou Enlai and sent by Mao Zedong to Li Kenong, it was pointed out that at the liaison officers’ meeting one might, when the opportunity arose, indicate that the question of expanding the neutral zone should be formally discussed by the Representatives’ Conference; however, in order to prepare for that discussion, there would be no objection to an informal exchange of views on the matter at the liaison officers’ meeting.
