Letter to Huang Yanpei [1] (September 22, 1951)  Vice Premier Huang: Your esteemed letter of September 15 has been received.
I am greatly relieved to learn that you have fully recovered.
A report from Shanghai has recently been submitted; you may peruse it and then return it to me.

Notes  [1] Huang Yanpei was a leading figure in the China Association for Promoting Democratic Construction and at that time served as a member of the Central People’s Government and Vice Premier of the Government Administration Council.  [2] Refers to Huang Yanpei’s letter to Mao Zedong dated September 15, 1951.
In the letter, Huang wrote: “I returned last night from Northeast China after staying in Dalian for a month and a half.
My health has indeed resumed normal.
Over the past two weeks, I visited some twenty factories and mines in Dalian, Shenyang, Anshan, Fushun, Changchun, Jilin, Harbin, and other places.
I am eager to collate the materials gathered and prepare a report.
Should I complete it, I shall respectfully submit it to you for your guidance.”
