A passage added to the Central Committee’s telegram to Zhang Jingwu\[1\] regarding the distribution of alms to monasteries and beggars in Tibet (September 3, 1951)

The appropriate time for distribution should be after our advance detachment into Tibet and Ngapoi\[2\] and others have arrived in Lhasa, and after the Tibetan government has discussed the Sino-Tibetan Agreement and issued a telegram supporting this agreement. It should not be too early.

\[1\] Zhang Jingwu, then representative of the Central People’s Government stationed in Tibet. In his telegram to the Central Committee on August 31, 1951, he proposed the amount and method for distributing alms to monasteries and beggars in Tibet. The Central Committee replied in agreement.
\[2\] Ngapoi, namely Ngapoi Ngawang Jigme, former Kalön of the local Tibetan government and Governor-General of Chamdo. At the time, he was the chief representative sent by the local Tibetan government to Beijing for negotiations on the peaceful liberation of Tibet.
