This is Mao Zedong's comment on the report submitted by Nie Rongzhen, Acting Chief of the General Staff of the People's Revolutionary Military Commission of the Central People's Government, dated August 21, 1951.

Nie Rongzhen's report stated that after convening responsible comrades from the Aviation Industry Bureau of the Ministry of Heavy Industry and Air Force Commander Liu Yalou to jointly review the plan proposed by Comrade Bosbiwoff, the Soviet Chief Aviation Advisor, all expressed agreement. (1) Utilize the existing factory foundations by immediately converting them into aircraft repair and assembly plants, and establish aircraft manufacturing plants within 3 to 5 years. (2) Select five factories in locations such as Shenyang, Harbin, Nanchang, and Zhuzhou as the foundation for building aviation industry factories. (3) From the perspective of war preparedness, the locations of the above five factories are relatively prominent, but to accelerate construction, it is necessary to proceed based on the existing foundations. As for construction in depth, it seems appropriate to defer discussion until further stages of development. Zhou Enlai commented: "I intend to approve, and request Li Fuchun and He Changgong to work with Soviet experts to promptly calculate the minimum necessary aviation industry construction funds for this year based on this plan and submit them to the Financial and Economic Commission for review."
