Telegram to Peng Dehuai [2] Soliciting Opinions on the Operational Plan Proposed by Deng Hua [1] (August 21, 1951) Comrade Dehuai, with copy to Gao [3]: What is your view on Comrade Deng Hua’s operational plan under item C, as outlined in his telegram of August 18?
Deng Hua stated: “From a military standpoint, I believe we should be prepared.
Even if no campaign-level counterattack is launched at present, we ought nonetheless to carry out tactical counterattacks wherever possible, recapture certain areas, advance the contact line, and gain a better understanding of the enemy’s positions and their degree of fortification.”
I consider this suggestion worthy of serious consideration.
Please formulate a plan: Is it feasible to conduct such tactical counterattacks in September?
If so, how should they be executed, how many troops would be required, what are the prospects for success, and what do you anticipate the enemy’s reaction will be?
