Notes [1] Hu Qiaomu was at that time Deputy Minister of the Publicity Department of the CPC Central Committee and Director of the General Administration of Press under the Central People’s Government. [2] In accordance with Mao Zedong’s instructions, on August 2, 1951, Hu Qiaomu drafted a telegram on behalf of the Central Committee to the Northeast Bureau, all other central bureaus, sub-bureaus, and military regions, with copies forwarded to the party committees of all provinces and municipalities directly under the central government, as well as to the Political Department of the Chinese People’s Volunteers. The telegram stated: “It is agreed to designate September 3 as the nation-wide, unified day for commemorating the victory over Japan. Except in the Northeast, where celebrations of liberation should be held on this date, all military personnel and civilians throughout the country, as well as the newspapers, shall observe this day to mark the victory in the Eight-Year War of Resistance Against Japan.”
