On the 25th, use only the first statement, and firmly adhere to the position proposed therein without making concessions. Observe how the other side responds, and do the same on the morning of the following day. In the afternoon of the following day (the afternoon of the 26th), if the other side persists in opposing our new proposal, then use the second statement.

Published based on Mao Zedong’s manuscript.

**Notes**
〔1〕 Li Kenong, then Vice Minister of Foreign Affairs of the Central People’s Government.
〔2〕 In order to negotiate the agenda for the Korean armistice talks with the U.S. side, Li Kenong drafted two statements based on possible scenarios in the negotiations and submitted them to the Central Committee for review. Zhou Enlai, in Mao Zedong’s name, drafted a reply telegram to Li Kenong regarding the revision and use of the statements. This passage was added by Mao Zedong when reviewing the draft of that telegram.
