To Li Kenong[1]
(July 12, 1951)

Kenong, and inform Kim and Peng[2]:

When the issue of journalists is discussed after the negotiations resume, our side may agree that after full agreement is reached on the agenda items, an equal number of journalists from both sides shall be permitted to arrive in the Kaesong area, but they shall not be allowed to enter the conference venue. The number of journalists must be estimated based on those our side can send. Our journalists shall mainly be organized from the front; the Beijing side may also organize some journalists from countries such as the Soviet Union, Poland, and Czechoslovakia to go. It is estimated that there will still be many days of debate on the agenda before an agreement can be reached, and by that time our side can organize some journalists to go.
