Telegram to Li Kenong [1] Regarding the Need to Keep the Withdrawal of Foreign Troops from Korea on the Agenda (July 11, 1951) Comrade Kenong, with notification to Kim and Peng [2]: Your telegram has been received. (1) The point concerning the withdrawal of troops must be firmly maintained. (2) Until complete agreement has been reached on all items of the negotiations, journalists should not be allowed to attend.
Only when full agreement has been attained and on the day of the signing ceremony may an equal number of journalists from each side be admitted.
