Comrade Kenong, and inform Kim and Peng:[2]
Telegram received. (1) The article on troop withdrawal must be upheld. (2) Before complete agreement is reached on all items of negotiation, do not permit journalists to participate. Only on the day when complete agreement is obtained and the signing ceremony is held may an equal number of journalists from both sides be allowed to participate.
