This is Mao Zedong’s comment on the report dated July 11, 1951, by Nie Rongzhen, Acting Chief of the General Staff of the People’s Revolutionary Military Commission of the Central People’s Government.

Nie Rongzhen’s report stated that after convening relevant departments for three discussions on the new organizational structure of a division of 13,000 personnel drafted for our army by the friendly side (the Soviet Union), all agreed with this new organizational structure, believing that only by implementing this organizational plan can our army truly move toward modernization and change our current situation of having many people but few weapons and weak firepower. Based on combat experience from the Korean battlefield, although our army fights heroically and inflicts heavy blows on the enemy, without units with modern organization and equipment, it is difficult to accomplish the task of annihilation warfare. Implementing this organizational structure is a major reform for our army and will certainly encounter many difficulties, but it must be resolutely carried out.
