This is Mao Zedong's comment on the report dated July 3, 1951, from Liu Yalou, Commander of the Chinese People's Liberation Army Air Force, Wu Faxian, Deputy Political Commissar and Director of the Political Department, and Wang Bingzhang, Chief of Staff.

Liu Yalou and the others' report stated: "Considering the possibility that a ceasefire situation may soon emerge on the Korean battlefield, we are considering whether it is necessary to station a portion of the air force units at various airfields in North Korea before a ceasefire is announced. If it is deemed permissible and necessary to station a portion of the air force units at North Korean airfields, we propose immediately commencing preparatory work."
