Central Instructions Forwarding the Beijing Municipal Committee’s Report on the United Front Work Conference (July 6, 1951) This document [1] is very good. It is to be circulated to all Central Bureaus, which will then forward it to their respective sub-bureaus and to the party committees of provinces, municipalities, and autonomous regions for reference. All units are requested to follow this example and strengthen united front work throughout the Party. Printed on July 6 by the Central Committee, based on Mao Zedong’s handwritten draft. Notes [1] Refers to the report dated July 5, 1951, from the CPC Beijing Municipal Committee to the Central Committee and the North China Bureau, with copies also sent to the United Front Work Departments of both bodies, concerning the United Front Work Conference convened by the Municipal Committee’s United Front Work Department. The report states that the main outcomes of this meeting were: 1. Cadres came to recognize the positive role and potential for progress of democratic personages from all sectors in the new environment, while criticizing the previous erroneous views that had underestimated them and rashly and unilaterally asserted their backwardness and lack of capacity for improvement. 2. A mindset of hesitancy to lead democratic personages from various sectors and fear of causing trouble was corrected. 3. Certain ideological issues regarding the organizational development of the democratic parties were resolved, leading to a deeper understanding of their nature, history, functions, and future prospects. 4. Past attitudes of neglecting united front work or regarding it merely as the responsibility of the United Front Work Department and a small number of leading comrades were reviewed, clarifying the tasks ahead and bolstering confidence in carrying out such work.
