Instructions on the Report on the Work of Suppressing Counterrevolutionaries

At the point in the report where it states, “whether separate provisions should be made regarding the authority to approve the arrest of landlords and local despots in the struggles of land reform, opposing local despots, returning rent deposits, and reclaiming deposits,” Mao Zedong wrote:
(The authority to approve the arrest of landlords and local despots during land reform should be handled according to the methods used during this spring’s land reform—Mao’s note)

At the point in the report where it states, “prisoners sentenced to death with a reprieve, life imprisonment, or imprisonment of ten years or more must all undergo indoor labor reform and must not be placed outdoors,” Mao Zedong wrote:
(This provision is to be considered and implemented by each locality according to its circumstances. If proper management is available, some such prisoners may also be placed outdoors—Mao’s note)
