Fu Dingyi, a philologist. After the 1911 Revolution, he served as principal of the Hunan Provincial Higher Secondary School, where Mao Zedong once studied. In his letter to Mao Zedong, he discussed the preparatory situation of the Central Research Institute of Culture and History and urged approval for its establishment, in order to resolve the livelihood difficulties of some elderly people residing in Beijing. He also proposed that if the establishment was delayed, the government should first publish a list of these elderly people and provide relief according to the list in advance.
