Central Directive Forwarding Luo Ruiqing’s Report [1] on Prisoners’ Participation in Production and Construction (June 25, 1951) To all Central Bureaus, with copy to Sub-bureaus, and to the Party committees of provinces, municipalities directly under the central government, and autonomous regions; also to be communicated to the Central Financial and Economic Commission and the Central Public Security Department: The Central Committee approves Comrade Luo Ruiqing’s report of June 24 [2]. All Central Bureaus, Sub-bureaus, and provincial, municipal, and regional Party committees are requested to implement the measures set forth in this report for organizing prisoners’ participation in production, and to do so without delay.
