The Central Committee fully agrees with the directive issued by the North China Bureau on June 24 to all provinces. Please pay attention to this issue and handle it according to the methods of the North China Bureau.

The North China Bureau of the Central Committee of the Communist Party of China pointed out in its directive to all provincial Party committees: After conveying the resolutions of the Third National Public Security Conference, some doubts, dissatisfaction, and low morale have arisen among a section of the masses and even among middle and lower-ranking cadres. The fundamental reasons for this are, first, that the communication was not thorough and was carried out simplistically; second, that some Party leading organs did not attach importance to the resolutions of the Central Public Security Conference, nor did they prudently study the specific local conditions at the time, handling matters blindly. For instance, in some counties, individuals who had already been decided to be executed and who fully deserved execution were also halted due to the restriction of the power to authorize executions. To correct the above-mentioned deviations that have already occurred or may occur, Party committees at all levels must conduct large-scale and vigorous propaganda on the resolutions of the Third Public Security Conference, systematically convene various meetings to convey and explain the spirit of the Public Security Conference, ensuring it is known to every household and understood by everyone, so as to inspire the confidence and courage of the broad masses in suppressing counter-revolutionaries and to consolidate and develop the achievements of the suppression of counter-revolutionaries. At the same time, due to the uneven development of the suppression of counter-revolutionaries work across counties and districts, Party committees at all levels must organize forces to conduct specific inspections and specific studies county by county, district by district, and village by village. The best method of inspection is to convene representative conferences at all levels.
