Central Committee’s Instructions Transmitting Luo Ruiqing’s[I] Report on Inmates’ Participation in Production and Construction

To all central bureaus, and forward to sub-bureaus and provincial, municipal, and district party committees, with notice to the Central Financial and Economic Commission and the Central Ministry of Public Security:

The Central Committee approves Comrade Luo Ruiqing’s report of June 24.[2] All central bureaus, sub-bureaus, and provincial, municipal, and district party committees are to handle matters according to the methods proposed in this report for dealing with inmates’ participation in production, and to carry them out swiftly as imperative.
