Commentary by the North China Bureau on the Report Concerning the Cadre Screening in Shanxi Province’s Directly Affiliated Organs (June 19, 1951) To all Central Bureaus, with copy to Sub-bureaus, provincial, municipal, and district Party committees:

We hereby forward to you the report dated June 7 on the cadre-screening work in Shanxi Province’s directly affiliated organs〔1〕. This is an excellent experience; please follow suit.

Notes 〔1〕 Refers to the report on one week’s cadre-screening activities in Shanxi Province’s directly affiliated organs, transmitted by the North China Bureau of the CPC Central Committee on June 18, 1951.
The report sets forth several points of experience from the cadre-screening campaign in these organs:  First, strengthen concrete leadership over group leaders, gain a deeper understanding of their difficulties and problems, and assist them in conducting ideological work with each individual.
Second, give full play to active elements, cultivating and tempering them in practical work.
The criteria for identifying such elements should not be set too high.
In addition to ideological education, they must be regularly assigned appropriate tasks.
By means of these individuals, a new contingent of cadres can be brought into contact with the leadership, thereby breaking down isolation and stagnation at the leadership level.
Third, select those who have made relatively thorough confessions as model cases for reporting, and let everyone judge the extent of their thoroughness.
This approach has a powerful enlightening effect on all concerned.
