(1) Comrade Kim Il Sung may arrive in Beijing on the evening of June 3. He may put forward opinions on operational matters. Therefore, the telegram you have prepared for Comrade Kim Ung should not be sent for the time being (this telegram also requires partial revision). (2) I have read the directive telegram of the Political Department of the Chinese People’s Volunteers Army on current political work, dated June 1, 20:00 hours, and the directive telegram of the Political Department of the 3rd Army Group to the Political Departments of the 15th Army and the 60th Army, dated May 31. Both documents are very good. At present, raising the will to fight, halting the enemy’s advance, and stabilizing the situation are of the utmost importance. (3) The telegram of the Political Department of the 3rd Army Group states, “Units tasked with blocking must thoroughly transform their thinking from rest and consolidation and recognize the significance of blocking.” Such a point is very necessary. Therefore, the 3rd Army Group should probably be divided into two types of units: one type consists of units whose combat effectiveness has not been damaged or has not been greatly damaged, which should remain at the front to perform blocking missions, continue fighting, win some small victories, boost morale, and temper themselves. The other type consists of units whose combat effectiveness has been greatly damaged; these must be transferred to the Koksan area for consolidation and replenishment in preparation for renewed combat. As for the 19th Army Group, its main force should remain at the front to fight, while a portion of its shattered units should be moved to the near rear for consolidation and replenishment. Furthermore, regarding the new recruit allocation figures issued by the CPVA Headquarters on May 27, the 19th Army Group accounts for over 50,000 men, while the 3rd Army Group has only a few thousand. Whether adjustments need to be made based on the recent attrition situation of the 3rd Army Group.
