Central Committee’s Directive Forwarding the Yunnan Provincial Committee’s Decision on the Preliminary Consolidation of Party Organizations (June 1, 1951)

To the Huadong Bureau, the Zhongnan Bureau, the Huanan Sub-bureau, and for the information of the Xinan Bureau:

The Yunnan Provincial Committee’s decision on the preliminary consolidation of Party organizations [1] is hereby issued to you. The Central Committee considers this decision to be correct. All new areas with conditions identical or in some ways similar to those in Yunnan may refer to this decision to consolidate the Party organizations there.

[1] The main content of the Decision on the Preliminary Consolidation of Party Organizations made by the CPC Yunnan Provincial Committee on May 21, 1951, is as follows: (1) Adjusting the main backbone and cultivating cadres. All positions of prefectural Party committee secretary, commissioner, county Party committee secretary, and county magistrate shall be held by cadres from outside who have been tempered through land reform, the three checks, and Party consolidation. Original local cadres shall participate in leadership; some must have their work readjusted and reassigned, placing them in the midst of mass struggles to be tempered and improved. At the same time, worker and peasant activists who have emerged from the mass movements shall be gradually cultivated and promoted to become cadres for various Party work. Cadres who are of landlord or rich peasant origin and those with close ties to landlords and rich peasants must be resolutely transferred away from their local areas. (2) Educating cadres. Within the Party, earnestly carry out education on communism and Mao Zedong Thought, education on the Party’s holistic concept, education on the Party program and constitution, and education on the standards of a Communist Party member through various means (including rectification study, work summaries, etc.), grasp the weapon of criticism and self-criticism, and raise the ideological level of Party members and cadres. (3) Investigating cadres. First, draw a clear line between the enemy and ourselves within the Party, and immediately purge bad elements from the Party. (4) Consolidating branches. For the present, branches will first be handled in three ways according to their different situations: continuing activities, suspending activities, or disbanding.
