Directive on the Report of the Secretariat Office Concerning the Handling of Letters from the Masses

It is imperative to attach importance to letters from the people. They must be given proper handling, and the demands of the masses must be satisfied. This should be regarded as a method for the Communist Party and the People's Government to strengthen their ties with the people. A bureaucratic attitude of treating them lightly and ignoring them must not be adopted. If there are many letters from the people and the person concerned finds it difficult to handle them, an appropriate number of specialized organs or specialized personnel should be established to handle these letters. If there are not many letters and the person concerned or a secretary can handle them, then no additional dedicated personnel should be assigned.
