Notice of the Central Committee on the Resolution of the Third National Public Security Conference Concerning the Organization of Labor Reform for Prisoners Nationwide (May 22, 1951) To all Central Bureaus, Major Military Regions, with copy to Branch Bureaus, Party Committees of Provinces, Municipalities, and Autonomous Regions, Prefectural Committees, County Committees, Local Military Regions, public security organs at all levels, and Party Leading Groups of People’s Governments at or above the county level:  We hereby transmit to you the Resolution of the Third National Public Security Conference on the organization of labor reform for prisoners nationwide [1]. The Central Committee has approved this resolution; you are requested to implement it accordingly.

Notes [1] The Resolution on the Organization of Labor Reform for Prisoners Nationwide, adopted by the Third National Public Security Conference on May 15, 1951, states that both counterrevolutionary and ordinary prisoners must, in accordance with the principle of combining punishment with reform and in response to the needs of national construction in all fields, have a comprehensive plan drawn up without delay to organize labor-reform activities.
All prisoners who are capable of working shall be required to participate.
