Comment on the Report on Participating in the Counterrevolutionary Case Review Committee
(May 19, 1951)

To the Central-South Bureau, the South China Sub-Bureau, the Southwest Bureau, the Northwest Bureau, the North China Bureau, the Northeast Bureau, and to be forwarded to sub-bureaus, provincial, municipal, and district Party committees, and county Party committees:

To enable democratic personages to be informed about the work of suppressing counterrevolutionaries requires some concrete forms. With regard to reviewing case files, various localities in East China, acting on the instructions of the East China Bureau, have organized “Counterrevolutionary Case Review Committees.” The results of implementation in Wuxi have been very good, and all localities should follow suit in handling matters. By implementing this method, democratic personages have truly gained an opportunity to study, have shed their doubts, and have drawn closer to our Party, and our Party has thereby become even more proactive.
