A passage added to the comments on the report on suppressing counterrevolutionaries

The Central Committee has issued the resolution of the Third National Public Security Conference to you. It is hoped that the entire army will comply as one and must not violate it. It stipulates that from June 1 onward, arrests and executions must both be reported to the greater military region for approval, so as to demonstrate prudence. Attention is called to this.
