To all central bureaus, and forward to sub-bureaus, provincial party committees, district party committees, municipal party committees, prefectural party committees, and county party committees:
The Chahar Provincial Party Committee’s plan on further popularizing propaganda for suppressing counterrevolutionaries is hereby forwarded to you. The Central Committee considers this plan to be entirely correct and entirely necessary, and all localities nationwide should act in accordance with this plan.

〔1〕 The main contents of this plan by the CPC Chahar Provincial Committee are as follows: (1) Propaganda departments of party committees at all levels shall make propaganda for suppressing counterrevolutionaries one of the focal points of their current work. (2) Each district shall generally convene a meeting of representatives from all circles, and each village shall generally hold several symposiums for various social strata, specifically explaining the Regulations on Punishing Counterrevolutionaries, linking these discussions to the work of suppressing counterrevolutionaries in the district or village, so as to enable the masses to clearly understand the policies. (3) Vigorously organize the masses to study the “Regulations on Punishing Counterrevolutionaries” and common knowledge on guarding against espionage. (4) During the intense phase of suppressing counterrevolutionaries, make use of every specific incident that concerns the masses to regularly deliver reports to them. (5) All newspapers and periodicals for external publicity shall publish special commentaries.
