Further Dissemination of the Plan for Suppressing Counterrevolutionaries Propaganda: A Directive

To all central bureaus, and forward to sub-bureaus, provincial Party committees, regional Party committees, municipal Party committees, prefectural Party committees, and county Party committees:

The plan of the Chahar Provincial Party Committee on further disseminating the propaganda for suppressing counterrevolutionaries is hereby issued to you. The Central Committee deems this plan to be entirely correct and entirely necessary. All localities throughout the country are to act in accordance with this plan.

The main contents of this plan of the CCP Chahar Provincial Committee are: (1) The propaganda departments of Party committees at all levels shall make the propaganda for suppressing counterrevolutionaries one of the central tasks of current work. (2) Each district shall universally convene one meeting of representatives from all circles, and each village shall universally hold a number of forums of various social strata, specifically to explain the "Regulations on Punishing Counterrevolutionaries," linking this to the work of suppressing counterrevolutionaries in the given district or village, and conducting discussions so that the masses clearly understand the policy. (3) Vigorously organize the masses to study the "Regulations on Punishing Counterrevolutionaries" and common knowledge on guarding against traitors. (4) During the intense phase of suppressing counterrevolutionaries, every specific incident of concern to the masses should be utilized to regularly deliver reports to the masses. (5) All newspapers and periodicals intended for external publicity shall publish special articles.
